I have the honour to respectfully acknowledge receipt of your letter No. 19376/99 of the 1st instant, on the subject of my pension, and to state in reply that I regret the conclusion there arrived at.
2. I owed my original appointment in Hong Kong in virtue of my qualification as an Engineer, after inquiring by the Crown's Agents, through whom I was appointed by the Secretary of State at the time.
3. My duties in Hong Kong have all along been those appertaining to a trained professional, and it was not in doubt.
